Yes — setting a higher temperature (e.g. 24°C instead of 18°C) reduces how hard the compressor works, since it has less of a gap to close between room and set temperature, which genuinely lowers consumption. This site's calculator doesn't model temperature setting directly (it uses BEE's certified rating at standard test conditions), so we can't quote an exact percentage — but the direction of the effect is well established.

Setting a very low temperature does not cool the room faster — the compressor runs at the same maximum rate regardless of how low you set it, it just keeps running longer until reaching that lower number. Fan speed has a smaller, more mixed effect: higher fan speed uses slightly more fan power but can shorten compressor runtime by moving heat more efficiently, so the net effect is usually small compared to the temperature-setting effect.
